English/Multilingual Learner Research Repository

The Center on English Language Proficiency (CELP) at Loyola Marymount University maintains the English/Multilingual Learner Research Repository. The Repository curates high-quality resources related to English Learners, including peer-reviewed journal articles, research studies, annotated bibliographies, reports, briefs, and other publications. The purpose of the repository is to provide educators, policymakers, researchers, and technical assistance providers with access to credible, relevant, and actionable evidence regarding English Learners.

Resources in the repository have been evaluated against eight quality review standards, including: the quality of the methodology; relevance to English Learner systems and capacity building; alignment with intended professional audiences; the evidence base; equity, language and cultural responsiveness; utility for practitioners; credibility of the source; and open online availability.

English Learners (ELs) with disabilities refers to ELs who are also “children with disabilities” under the Individuals with Disabilities Education Act and in the Every Student Succeeds Act. Sometimes the term “dually identified” refers to students identified as both ELs and as children with disabilities. ELs who are dually identified as students with disabilities are an important group of students within the EL community. As a subset of both types of student groups and needs, consideration of the various
typologies of ELs is vital to the understanding of and support for the diversity of the overall EL student population. By identifying their distinct needs, educators can ensure that all their learning strengths and needs are taken into account. As with all EL typologies, ‘English learner with disabilities’ is not a fixed status and students exit from services when appropriate.
