The Center on English Learner Proficiency developed an Annual Service Plan (ASP) to conduct technical assistance and capacity-building activities in response to the educational challenges facing students, practitioners, and education leaders. The ASP is in alignment with federal priorities and supports ELP in achieving its three core functions:
Build Capacity
Provide targeted and universal capacity-building services to promote and scale the use of evidence-based practices (EBPs)
Support Regional Centers
Support Regional Centers to enhance their capacity-building services and subject-matter expertise
Partnerships
Coordinate with the CCNetwork and other federally funded providers to provide capacity-building services and select, identify, and disseminate tools on EBPs to the field
Project 1
Advancing Evidence-Based Practices to Improve Outcomes for English Learners
The Center for English Language Proficiency helps educators turn research into practice so English learners can fully access rigorous, grade-level instruction. Through a series of implementation briefs, companion webinars, and classroom observation tools, this project translates evidence-based approaches—including high-quality, content-based English language development—into practical resources that teachers and instructional leaders can put to use right away.
Project 2
Building Coherent, System-Wide Models for English Learner Success
This project partners with K–12 districts and state education agencies to design coherent, system-wide models that advance English proficiency alongside rigorous, grade-level learning. By aligning policy, programming, and classroom practice, the Center helps education systems build the structures and conditions English learners need to succeed across every content area.
Project 3
Coordinating and Sharing Knowledge Across the Comprehensive Center Network
The Center works hand in hand with the National and Regional Comprehensive Centers to ensure its resources reach the field and strengthen—rather than duplicate—efforts already underway. Through joint planning, shared resources, and cross-promotion of briefs, webinars, and convenings, this project builds systemic coherence so that state and local education agencies can easily find and apply the supports they need for English learners.
